Roundtable Decision, Encouraging Increased Local Revenue for Cities

The strategy to increase local revenue for city administrators was the main topic of discussion at the Roundtable Decision event Roundtable Decision the theme "Encouraging Local Revenue Growth" organized by SUAR.id in collaboration with the Association of Indonesian City Governments (Apeksi) at the JS Luwansa Hotel in Jakarta.

A number of speakers shared their views, including the Mayor of Surabaya, who is also the Chair of Apeksi 2025-2030, Eri Cahyadi; the Head of the Regional Revenue Agency (Bapenda) of Malang City, Handi Priyanto; and the Advisor to the Indonesian Hotel and Restaurant Association (PHRI), Yozua Makes. Other speakers included Lydia Kurniawati Christyana, Director of Regional Tax and Retribution at the Ministry of Finance, and Riatu Mariatul Qibthiyyah, a researcher at the Institute for Economic and Social Research (LPEM) at the University of Indonesia. Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto gave a speech online. The moderator was Sutta Dharmasaputra, Founder and Editor-in-Chief of Suar.id.

This strategy is implemented through the acceleration of public service digitalization, optimization of regional asset utilization, and comprehensive reform of Regional Owned Enterprises (BUMD) to create stable and sustainable sources of revenue. In addition, regulatory synergy between the central and regional governments is needed to create an investment ecosystem that provides legal certainty, while encouraging inter-regional collaboration to reduce dependence on Regional Transfer Funds (TKD). Through effective and transparent regional leadership, the integration of technological innovation and strategic partnerships with the private sector is expected to enable robust fiscal independence for city governments in Indonesia.
