PERDOKJASI Launches Medical Advisory Council, A New Milestone in Indonesian Insurance Medicine

Jakarta, October 20, 2025 - In the momentum of its first anniversary, the Indonesian Association of Social Security and Insurance Financing Doctors (PERDOKJASI) launched the Medical Advisory Board (DPM) as an ethical and scientific institution that will guide the direction of the national health financing system. This launch took place in the PERDOKJASI 2025 FORESIGHT forum themed "Insurance Medicine as a Pillar of the Indonesian Social Security and Insurance System", which was held at AXA Tower Mandiri, Kuningan City, South Jakarta, presenting the Deputy Minister of Health of the Republic of Indonesia, Dr. Benjamin Paulus Octavianus, Sp.P(K), FISR, and the President Director of BPJS Kesehatan, Prof. Dr. Ali Ghufron Mukti, M.Sc., Ph.D., AAK.

In his virtual speech, Deputy Minister of Health Benjamin Octavianus emphasized that the transformation of health financing is not only about budget efficiency, but also about how medical policies and practices can go hand in hand in a value-oriented ecosystem. "The Ministry of Health is accelerating the transformation of the national health financing system. Every dollar spent on health must provide real benefits for the people. This effort will only be successful if policy and profession work in the same value system," he said. He added that the presence of DPM PERDOKJASI is an important breakthrough to ensure medical decisions remain independent and professional amidst the dynamics of health financing and claims. "The Medical Advisory Board will serve as an ethical and clinical reference in important issues such as claims evaluation, fraud review, and medical-insurance disputes. By doing so, we not only protect the system, but also maintain the dignity of the medical profession," said the Deputy Minister of Health.

Meanwhile, in his lecture session, the President Director of BPJS Kesehatan, Prof. Ghufron Mukti, assessed that PERDOKJASI's steps are in line with the direction of the National Health Insurance (JKN) reform towards a more sustainable system. He called Insurance Medicine a strategic discipline that connects medical science, actuarial science, and public policy. "Insurance Medicine is an important bridge between medical aspects and financing governance. This is where the role of DPM becomes strategic: overseeing quality control, cost control, and clinical accountability," he said. According to him, the success of JKN depends not only on management efficiency, but also on the capacity of doctors to understand risk and value in the social insurance system. "We are not just talking about costs, but about the sustainability of the system. Doctors must be part of the strategic solution in evidence-based financing policy," he emphasized.

The Chairman of PERDOKJASI, Marsma TNI (Ret.) Dr. Wawan Mulyawan, Sp.BS., Subsp.N-TB., Sp.KP., AAK, delivered an inaugural speech that marked a new chapter in the role of Indonesian doctors in the social security and insurance system. He emphasized that Insurance Medicine is not just an additional science, but a professional moral movement to balance clinical, economic, and ethical aspects. "Behind every claim there is a human story, behind every premium there is public trust, and behind every cost policy there is professional ethical responsibility," he said.

Wawan Mulyawan explained that the PERDOKJASI Medical Advisory Board will function to maintain the integrity of the doctor's profession in every health financing and claims process, provide ethical and scientific advice to regulators and industry, and become a bridge for fair and professional settlement between doctors, patients, hospitals, and insurance providers. "DPM will be the ethical and scientific compass of the Insurance Medicine movement - ensuring that the insurance system runs humanely, transparently, and fairly," he said.

In addition to the two main figures from the government and BPJS, this forum was also filled with a row of cross-disciplinary speakers who are important figures in the development of Insurance Medicine in Indonesia. Present to provide strategic and reflective views include Prof. Dr. Muchtaruddin Mansyur, MS, PKK, PGDRM, Sp.Ok, Subsp.ToksiKO(K), Ph.D., occupational medicine expert; Prof. Dr. Rianto Setiabudy, Sp.FK, clinical pharmacology expert; Prof. Dr. Herkutanto, Sp.FM, Subsp.FK(K), LLM, FACLM, forensic medicine and medicolegal expert; Dr. Hasbullah Thabrany, MPH, Dr.PH, HIA, AAK, senior health economist and JKN architect; Dr. Andi Afdal Abdullah, MBA, AAK, Chairman of PAMJAKI; and Dr. Dessy Kusumayati, AAAIJ, AAK, UND, CRGP, AMRP, Chairman of PERUJI. The presence of these cross-field figures enriched the strategic dialog between the profession, industry, and academia.

The launch of DPM marks PERDOKJASI's concrete step in strengthening the position of doctors as the vanguard of national health system governance. During its year of existence, the organization has consistently carried the vision of "Bridging Medicine with Finance" - bridging the world of medicine with the social security and insurance financing system. Through the FORESIGHT forum, PERDOKJASI emphasizes the strategic role of the medical profession not only in the practice space, but also in the policy and governance space of the health system. "Insurance Medicine is the direction, and the Medical Advisory Board is the compass. From here, we begin to give birth to a generation of doctors who not only cure diseases, but also heal the system," concluded Wawan.

Perhimpunan Dokter Pembiayaan Jaminan Sosial dan Perasurian Indonesia (PERDOKJASI) is a specialty organization of the Indonesian Doctors Association (IDI) which was established on 20 October 2024, coinciding with the momentum between National Insurance Day (18 October) and Indonesian Doctors Day (24 October).
