The social protection program (Perlinsos) that has been budgeted for 2025 is getting an additional injection through the Economic Stimulus package. The budget of IDR 503.2 trillion is planned to be added up to IDR 16.23 trillion for the fourth quarter-2025 stimulus.
The Perlinsos budget in the 2025 State Budget is set at IDR 503.2 trillion, an increase of 1.3% from 2024. This budget allocation is a government priority to alleviate poverty and reduce inequality. The main social protection programs include the Family Hope Program (PKH) for 10.0 million beneficiary families (KPM), Basic Food Assistance for 18.3 million KPM, Social Rehabilitation Assistance (Atensi), Disaster Emergency Response, as well as various subsidies such as fuel subsidies, LPG, Credit Interest Subsidies, and Village Direct Cash Assistance (BLT).
Based on the APBN KITA report as of 30 September 2025, the realization of Social Assistance (Bansos) expenditure alone has reached IDR 112.7 trillion, reflecting an absorption of 75.5% of the Outlook target. This figure shows a 1.0% increase compared to the previous year's realization, confirming the government's efforts to accelerate the distribution of assistance to the poor and vulnerable. Towards the end of the year, the absorption of the allocation of perlinsos funds through Social Assistance is relatively fast compared to the absorption of other sectors.
Meanwhile, the largest realization was distributed in the health and food sectors. The National Health Insurance (JKN) Contribution Assistance (PBI) covered IDR 34.7 trillion for 96.8 million participants, while the realization of the Basic Food Assistance reached IDR 34.9 trillion for 18.3 million beneficiaries. In the family strengthening and education sectors, the Family Hope Program (PKH) was realized at IDR 19.6 trillion for 10 million beneficiaries. Meanwhile, investment in the education sector was realized through the realization of KIP Lecture of IDR 13.1 trillion (940 thousand students) and PIP of IDR 7.4 trillion (11.5 million students). This total realization proves the priority of the 2025 State Budget to strengthen the social safety net.
In addition to the regular allocation, the Ministry of Finance will disburse an additional fiscal stimulus package of Rp 16.23 trillion in the fourth quarter of 2025. Finance Minister Purbaya Yudhi Sadewa ensures that these funds will be taken from the reallocation of the K / L budget ceiling that has not been optimally absorbed, without adding a new spending budget.
There are 8 stimulus packages that include perlinsos incentives in the form of food assistance (rice and cooking oil), as well as assistance with Work Accident Insurance (JKK) contributions, VAT DTP on airline tickets, as well as discounts on transportation mode tickets during the Nataru holiday, government-borne Income Tax Article 21 incentives for the tourism sector, Death Insurance (JKM), and a fresh graduate internship program. Furthermore, the government is designing an additional social protection stimulus that targets a wider income group, namely up to decile 4.
The new incentives aim to boost public consumption and are expected to reach more than 30 million beneficiary families, including labor-related assistance. This plan reinforces the government's commitment to sustaining purchasing power and accelerating economic growth at the end of the fiscal year.
Perlinsos will continue in 2026 with a planned budget of IDR 508.2 trillion.
