On Thursday (12/18/2025), the government set a target of Rp 30 trillion for the Indonesia Great Sale 2025 program to boost consumer spending at the end of the year and strengthen the tourism ecosystem.
The Indonesia Great Sale 2025, which is part of the Shop in Indonesia Only (BINA) campaign, was officially opened by Minister of Trade Budi Santoso and Minister of Tourism Widiyanti Putri Wardhana at Kota Kasablanka Mall. The event will run from December 18, 2025 to January 4, 2026.
In his speech, Trade Minister Budi Santoso said that the Indonesia Great Sale program aims to boost consumer spending at the end of the year while strengthening the tourism ecosystem.
This program is a series of national shopping initiatives initiated by the Indonesian Shopping Center Retailers and Tenants Association (Hippindo) together with a number of retail associations and supported by the Coordinating Ministry for Economic Affairs.
Throughout the first to third quarters of 2025, other national shopping programs, such as Bina Diskon Lebaran, Merdeka Madness Holiday Sale, Indonesia Shopping Festival, and Bina HBD Indonesia, recorded a total transaction value of IDR 272.39 trillion.
"It is hoped that Indonesia Great Sale will also achieve its target transaction value of Rp 30 trillion," he said.
Indonesia Great Sale 2025 was participated in by around 380 retailers from 412 shopping centers across Indonesia, offering discounts of up to 80 percent and an additional 11 percent discount for foreign tourists who took advantage of the tax refund facility.
"Shopping programs with huge discounts are always sought after by the public. Hopefully, with the Indonesia Great Sale 2025, people's purchasing power will increase," he said.
He added that the impact of the Indonesia Great Sale is not only an increase in retail sales, but also the expansion of UMKM product exports, the strengthening of shopping centers' appeal, and a significant boost to national economic growth.
Strengthen the tourism ecosystem
On the same occasion, Minister of Tourism Widiyanti Putri Wardhana said that the Indonesia Great Sale 2025 program would be a catalyst that would strengthen the tourism ecosystem and provide tangible benefits for businesses, both large companies and UMKM.
"This is a form of collaboration that has a direct impact on society and strengthens the national economy," he said.
He added that shopping is a very important motivation for tourism, and he also encouraged foreign tourists to come to Indonesia to enliven the Indonesia Great Sale 2025.
In 2024, of the total average expenditure of foreign tourists of US$1,391 per visit, around 11.4 percent will be allocated for souvenir shopping. Meanwhile, a 2023 YouGov survey shows that 27 percent of Indonesian tourists choose tourist destinations primarily for shopping.
He said that domestic tourist travel continues to show significant growth. From January to September 2025, the number of domestic tourist trips reached 901.9 million trips, an increase of 18.99 percent year-on-year.

Promote shopping tourism
Chairman of the Indonesian Shopping Center Entrepreneurs Association (APPBI) Alphonzus Widjaja said that the fourth quarter of 2025 and the first quarter of 2026 will be crucial moments for the performance of Indonesia's retail sector.
Alphonzus said that Christmas and New Year's Eve at the end of the year are synonymous with tourism activities, so retailers are also encouraging shopping tourism. One way they are doing this is through the Indonesia Great Sale program.
"We are optimistic that the fourth quarter of 2025 will be optimal because of Christmas, the end of the year, people will definitely shop, and this will have a significant impact on the performance of APPBI members," he said.
Looking ahead to 2026, APPBI views the first quarter as an important foundation. This period includes the retail sector's biggest shopping season, namely Ramadan and Eid al-Fitr, which historically drives a surge in public spending.
Meanwhile, the Indonesian Shopping Center Retailers and Tenants Association (Hippindo) is targeting a surge in transactions throughout the year-end discount program, Shop in Indonesia (BINA) Indonesia Great Sale 2025, which will be held from December 18 to January 4.
By involving 412 malls across Indonesia and offering discounts of up to 80 percent, retailers are optimistic that these huge discounts will attract consumers, including those who rarely shop, to come and spend.
Hippindo Chairman Budihardjo Iduansjah said that an increase in transactions has begun to be seen thanks to the support of ministries and ongoing promotions.
"This program can also attract customers because of the huge discounts and will definitely be talked about," he said.
This program is also collaborated with various regional discount events, ranging from Jakarta Festive Wonder, Surabaya Holiday Super Sale, to Bali Nusra Great Sale. Discounts are offered by local and global tenants, including restaurants.
In addition to focusing on attracting domestic consumers, Hippindo is also exploring inter-ministerial cooperation to promote domestic shopping tourism and reduce interest in shopping abroad.
