The government announced on Wednesday (26/11/2025) that it will provide discounts on toll rates and tickets for various transportation to encourage the mobility of Indonesians during the Christmas and New Year holidays (Nataru 2025).
Coordinating Minister for Economic Affairs Airlangga Hartarto, explained that the tariff discounts presented include train tickets, airline tickets, sea transportation, ferry transportation, toll tariffs, and tourism.
Toll rate discounts are given from a range of 10% - 20% for three days starting from December 22, 23 and 31, 2025. The discount applies to 26 toll roads, two Jabodetabek toll roads, 9 Trans Java toll roads, 3 Non-Java toll roads and 12 Trans-Sumatra toll roads.
"Regarding tourism events, there are a total of 244 events (welcoming Nataru)," said Airlangga in a press conference in Jakarta, Wednesday (26/11).
Meanwhile, discounts for land, sea and air transportation modes are based on the same scheme as in previous years.
For train ticket fares, PT Kereta Api Indonesia (KAI) provides a 30% discount on ticket prices for commercial economy train trips (156 Regular Trains and 26 Additional Trains) for 1,509,080 passengers.
"The discount that will be given for PT Pelni sea transportation is 20%, ticket purchases are timed to get a discount from December 17 to January 10, with a discount of 20%," said Deputy Minister of Transportation, Suntana.
In addition, there is also a discount on crossing transportation rates from PT ASDP Indonesia Ferry in the form of 100% port service rates.
For airplane ticket discounts, it ranges from 13-14% of the initial ticket price. "This discount will be given to around 3.59 million passengers, especially the economy class," said Suntana.

Discount shopping
On the same occasion, Minister of Trade Budi Santoso also presented a number of programs in order to boost the national economy during Christmas 2025 and New Year 2026.
The Ministry of Trade is collaborating with a number of associations to prepare attractive discount programs for the public and businesses to enjoy.
"So in the framework of Christmas and New Year, we together with idEA (Indonesian E-commerce Association), will conduct the Harbolnas (National Online Shopping Day) program, on December 10-16," Budi added.
In addition, there are also initiatives carried out such as Belanja di Indonesia Aja (BINA) Indonesia Great Sale 2025 which will take place on December 18, 2025 to January 4, 2026. This program is expected to be able to provide real benefits for business actors, both large companies and micro, small and medium enterprisesUMKM).
This movement was initiated by the Coordinating Ministry for Economic Affairs together with the Indonesian Retailers and Shopping Center Tenants Association (Hippindo) and the Indonesian Shopping Center Managers Association (APPBI).
"Then the third is EPIC, so we are working with Aprindo (Indonesian Retailers Association), doing discounts between 20-80%, which will be launched on December 1, 2025. EPIC will be held on December 1-31, 2025," he said.
Budi also said that the current prices of basic necessities are still relatively well controlled, there are no soaring prices and all averages are close to the highest retail price or reference price, so that the needs of the community ahead of Nataru can be met properly.
Increased mobility
Deputy Minister of Tourism, Ni Luh Puspa, projects that there will be a mobility movement of 100 million Indonesians during the Nataru 2025 period. Moreover, the Ministry of Tourism has also prepared a number of programs and activities to encourage community mobility.
"For December, the projection is that 1.3 million foreign tourists will visit Indonesia. And archipelago tourists are projected to move around 100 million more," Puspa explained.
The Ministry of Tourism is preparing various events such as the Minangkabau Enchantment Festival in West Sumatra on December 4-6, JogjaROCKarta Festival in Yogyakarta on December 6-7, and DWP Bali 2025 event at GWK on December 12-14.
A number of events are expected to benefit the economy by increasing regional and national income through taxes and tourist spending.
Events that have been designed in such a way also serve as an attraction to encourage significant movement of tourists and economic transactions.
"The total number of events during Nataru is 244 events spread throughout Indonesia. With 4 major events, namely DWP in Bali with a target of 70 thousand visitors, JojgjaROCKarta with a target of 5 thousand visitors, the Minangkabau Festival with 54 thousand visitors, and Big Bang Festival Jakarta with 895 thousand visitors," he said.
The country's businesses are also enthusiastic about providing special promos for the Nataru period in various ways to attract customers and increase sales. This Nataru moment is also the second peak of people's shopping momentum after the Eid al-Fitr period.
Responding to this, Hippindo Chairman Budiharjo Iduansjah explained that his party also continues to collaborate with other business associations and the government to take advantage of this year-end momentum to increase business turnover and economic growth.
"Yes, so Hippindo's strategy is to work with other mall and retail associations to work together in December as the last month in 2025 to make efforts for an Indonesia great sale or promotion which will bring in traffic from home and abroad," said Budiharjo when interviewed, Wednesday (26/11/2025).
The Nataru momentum significantly boosts household spending and economic activity in various sectors, especially in the 4th quarter of each year. The sectors most affected by this momentum are retail, food and beverage, tourism, and transportation.
Center of Reform on Economics (CORE) economist Yusuf Rendy Manilet, said there are differences in terms of people's purchasing power this year compared to last year. The influence of inflation, interest rates, and exchange rates on year-end consumption is also said to be evident.
"Food inflation and relatively high lending rates have made people more selective in spending, although there is still interest in consumption because holiday moments always have their own charm," said Yusuf, Wednesday (26/11/2025).
Both the government and business actors are said to need to work together to maintain price stability and supply chains so that this Nataru momentum can still boost the economy without creating additional pressure on the Indonesian people.
"What is most needed are anticipatory steps, especially in terms of logistics and availability of goods. The government needs to ensure that the distribution of food, energy, and transportation runs smoothly. Meanwhile, business actors must organize stocks so that there are no shortages or price spikes ahead of the holiday peak," he concluded.
